How It Works

SSMxT, mTool & mPortal Explained

MBRS is really three separate pieces working together: a dictionary of terms, a preparation tool, and a submission portal. Understanding each one separately makes the whole process much less confusing.

Each of these three names refers to a distinct piece of the MBRS system. Confusing them is one of the most common sources of miscommunication between directors and whoever is preparing their filing.

SSMxT — the SSM Taxonomy

The taxonomy is the dictionary. It is a standardised, SSM-maintained list of every reporting "element" — the approved label for each individual line item — that a financial statement, annual return, or exemption application can contain. When your figures are "tagged," you are matching each number to one of these predefined elements.

The taxonomy itself is built around Malaysia's financial reporting standards: broadly, the Malaysian Financial Reporting Standards (MFRS) apply to public companies, while the Malaysian Private Entity Reporting Standards (MPERS) apply to most private companies. Which standard applies to your company determines which version of the taxonomy your filing is built against — this is why "which taxonomy am I using" is one of the first questions to get right, not an afterthought.

mTool — the MBRS Preparation Tool

mTool is where the actual work happens. It is a free, downloadable, Excel-based application provided by SSM that lets you (or your preparer) select a submission type — Annual Return, Financial Statement, or Exemption Application — enter company and filing period information, and populate the relevant taxonomy elements with your figures.

Because mTool is Excel-based, it depends on a working Microsoft Excel environment and, per SSM's own technical guidance, the .NET Framework (version 4.8 in recent guidance) installed correctly on the preparer's machine. mTool also runs internal validation checks before a file is considered ready to submit, which is where a large share of preparation problems surface first — before the file ever reaches mPortal. Always use the current version

SSM periodically releases updated mTool versions to match taxonomy changes, particularly around events like the MBRS 2.0 rollout. Preparing a filing with an outdated mTool version is one of the most common, and most avoidable, causes of validation failure.

mPortal — the MBRS Portal

Once a filing has been prepared and validated in mTool, mPortal is where it is actually submitted. mPortal is the online platform — accessed through SSM's SSM4U / MyCoID login system — where a completed file is uploaded, digitally signed, tracked, and paid for. Digital signing is a required step for lodgement, handled through a PKI (Public Key Infrastructure) digital certificate. In practice, only the person acting as the "Lodger" for a submission — often a company secretary or authorised filer — needs this certificate; other people involved in preparing the data do not each need their own. mPortal also lets you check submission status, re-use certain previous-year data through its pre-populate function, and manage payment for the filing.

How the three fit together

  1. Look up the correct elements for your filing in SSMxT, based on whether MFRS or MPERS applies to your company.
  2. Prepare and tag your data against those elements inside mTool, running its built-in validation checks until the file passes.
  3. Submit the validated file through mPortal, where it is digitally signed, lodged, and paid for.

Most of the actual effort sits in step two. Steps one and three are largely mechanical once you know which taxonomy version applies and who holds the digital certificate for lodging.

Practical notes worth knowing early

  • mTool is free to download directly from SSM — there is no need to pay a third party simply to obtain the software itself, though many companies do pay for help using it correctly.
  • Existing MyCoID users generally do not need to register separately for an SSM4U account to access mPortal; a forgotten password can usually be reset through the SSM4U portal directly.
  • SSM has periodically partnered with professional bodies — including company secretary institutes — to run MBRS training programmes, for anyone who wants structured, official instruction beyond a self-guided approach.
